This transformation can be carried out in two steps: first, the formation of a copper salt of formic acid by adding sulfolane to formic acid; second, the addition of an oxidant such as hydrogen peroxide or potassium permanganate to the salt to produce 2,6-dichloro-3-fluorobenzoic acid.
